Order of the Minister of Agriculture, Rural Development and Maritime Fisheries N ° 21245-05 of 13 kaada 1426 (December 15, 2005) fixing the documents making up the request for authorization for the exercise of poultry farming activities, egg incubation, transport and distribution of live poultry as well as for the creation of egg packaging or processing centers, poultry slaughterhouses, establishments for cutting, processing, packaging, freezing of meat poultry and the marketing of said meat and eggs for consumption

 

The Minister of Agriculture, Rural Development and Maritime Fisheries,

 

Considering Decree No. 2-04-684 of 14 Kaada 1425 (December 27, 2004) issued for the application of Law No. 49-99 relating to the health protection of poultry farms, the control of production and the marketing of poultry products, in particular article 1,

 

Ministerial decree:

 

 Article 1: The request for authorization for the exercise of poultry breeding activities, hatching eggs, transport and distribution of live poultry as well as for the creation of egg packaging or processing centers, poultry slaughterhouses, establishments for cutting, processing, packaging, freezing poultry meat and the marketing of said meat and eggs for consumption must be accompanied by a file containing, depending on the activity, the following documents:

 

 

-          Declaration of honor, legalized, specifying the distances to the nearest establishments with poultry activities; 

 

 

-          Said authorization request must specify: the address of the establishment, the nature of the activity, the production capacity, for a natural person: the identity and domicile of the applicant and for legal persons: the reason company, head office, quality of signatory and identity of the manager of the company or group;

 

 

-          A health management contract drawn up with a private veterinarian and with a health mandate 

 

-          Supporting documents indicating the ownership of the premises or a registered lease contract dated less than one month from the date of the request, in the case of rental with a copy of the land title;

 

-         A document containing: a location plan at a scale of 1/1000 indicating the location of the premises and the delimitation of the establishment plus a ground plan of the entire establishment, at the scale of 1 / 100 to 1/300 depending on the size of the premises, indicating the layout of the work premises and their dimensions per square meter covered, rooms for the use of personnel and the waste water disposal plan;

 

-          The list of equipment and materials used; 

 

-         For poultry farms and hatcheries, a bulletin of chemical and bacteriological analyzes of the water which reports its quality, and possibly the treatments to be provided; failing this, a certificate of connection to the public network;

 

  -       The plan for cleaning and disinfecting premises and equipment; and     The plan for combating pests. 

-          For slaughter, processing, cutting, packaging and freezing activities:

 

  - A document proving the potability of the water or, failing this, a certificate of connection to the public network;
  - The building or development authorization issued by the local authorities;
  - The description of the site and its servicing with water, electricity and sanitation network;
  - Indication of product routes and staff movement;
  - The list of products and diagrams of their production;
  - The capacity of drying and storage of positive and negative cold rooms;
  - The draft self-checking manual.

 

Article 2: The Director of Livestock is responsible for the application of this decree which will be published in the official bulletin.
