Order of the Minister of Agriculture, Rural Development and Marine Fisheries N ° 2126-05 of 13 kaada (December 15, 2005) fixing the form and content of the health monitoring register for poultry farms and hatcheries
The Minister of Agriculture, Rural Development and Maritime Fisheries,
Considering the decree n ° 2-04-684 of 14 kaada 1425 (December 27, 2004) taken for the application of the law n ° 49-99 relating to the sanitary protection of poultry farms, to the control of the production and the marketing of poultry products, in particular Article 8 thereof,
Ministrial Decree
Article 1: This decree fixes the form and content according to which the health monitoring register referred to in article 8 of application decree n ° 2-04-684 of 14 kaada 1425 (December 27, 2004) must be kept. .
Chapter I: Health monitoring register specific to poultry farms
Article 2: The breeding register must include the following elements:
- A summary sheet (cover page) of the characteristics of the farm;
- A summary sheet of data concerning the technical, health and medical supervision of the farm;
- Data relating to zootechnical performance;
- Data relating to animal movements;
- Data relating to the maintenance of animals and the care given to them;
- Data relating to the interventions of the health veterinarian;
- Copies of all chick delivery notes, laboratory analysis bulletins and prescriptions from the health veterinarian;
The holder keeps the said register in an orderly manner and ensures that it is easy to read and understand.
For the purposes of this order, the term “holder” means any natural or legal person who has permanent or temporary custody of the keeping of the health monitoring register for poultry farms.
Article 3: The cover page must include the following elements:
-. The authorization number for the exercise of poultry activity;
-. The approval number for importers of day-old chicks;
-. The name and address of the holding;
-. The hatchery from which the chicks come;
-. The name of the holder and his address if it is different from that of the holding;
-. If the holder is a legal person or if it is a natural person who delegates to a third party the responsibility of keeping the register, the name (s) of the person (s) physical (s) responsible for keeping the breeding register, specifying their functions and the period during which they have this responsibility; this statement does not prejudge the holder's responsibility for compliance with this order;
-. The name and address of the veterinarian entrusted with regular animal health monitoring;
-. The identification of the farm buildings assigned to the poultry flock;
-. The species and type of production (possibly the strain);
-. The date of introduction of the poultry;
-. The number of poultry in place.
Article 4: The keeper records chronologically, in a single document for each flock of poultry, the following data relating to the movements of animals, their maintenance and the care given to them:
-. Daily and cumulative mortality over the rearing period;
-. The quantity consumed for each type of food (start, growth, finish, etc.);
-. The number of eggs laid daily;
-. Observations concerning the anomalies noted;
-. The reference to any laboratory investigation concerning the health of animals in the flock;
-. Mention of any intervention by the health veterinarian;
-. The reference to any order concerning the animals in the flock;
-. Administration of veterinary drugs, including medicated feed, indicating the nature of the drugs (trade name), the route of administration and the dose administered, the start date and the end date of treatment . If the prescription includes these indications, refer to this one;
-. For each batch of animals removed:
a) The date of removal or slaughter;
b) The number of animals removed;
c) The name of the natural or legal person to whom the lot of animals is assigned or entrusted, as well as the name and address of the holding or the name of the establishment of destination.
Article 5: With regard to the maintenance of animals and the care given to them, the holder classifies the following data in the register of sanitary monitoring of poultry farming:
-. The laboratory analysis reports obtained with a view to establishing a diagnosis or assessing the animal or farm health situation;
-. Follow-up reports or health reports prepared by the health veterinarian;
-. Prescriptions established by the health veterinarian;
-. Delivery notes for chicks and feed.
Article 6: The holder may record in the breeding register data complementary to those imposed by this decree, such as those provided in specifications aimed at obtaining a label or certification of conformity, as long as the legibility of the breeding register is preserved.
Article 7: The supervising veterinarian must check the aforementioned register at least once a month, and during each visit to the holding, specifying the date of his intervention. He should note:
- his general comments regarding the health status of poultry;
- the diagnosis concerning sick poultry;
- analyzes carried out or requested from a laboratory;
- the treatments prescribed, the identification of the buildings concerned by these treatments, as well as the corresponding waiting times;
- references to any orders or reports drawn up during the visits, which may replace the information referred to above when these appear on the orders or reports.
Article 8: The poultry breeding health monitoring register must be on a paper support and must be paginated. The holder records and classifies the data in chronological order by type of data.
Article 9: The above-mentioned register is kept on the farm for a minimum period of:
- One year from the date of removal for "flesh" poultry;
- Two years from the date of removal for breeders or laying hens.
Chapter II: Health monitoring register specific to hatcheries
Article 10: The hatchery register must include the following elements:
- a summary sheet (cover page) of the characteristics of the hatchery;
- a summary sheet of data concerning the technical and health management of the hatchery;
- data relating to movements of hatching eggs;
- technical data relating to incubation and hatching operations;
- copies of all chick delivery notes and laboratory analysis bulletins.
The holder keeps the hatchery register in an orderly fashion and ensures that it is easy to read and understand.
Article 11: The cover page of said register must include the following elements:
-. The authorization number;
-. The approval number;
-. The name and address of the hatchery;
-. The holder's name and address if different from that of the hatchery;
-. If the holder is a legal person or if it is a natural person who delegates to a third party the responsibility of keeping the said register, the name (s) of the person (s) physical (s) responsible for keeping the hatchery register, specifying their functions and the period during which they have this responsibility; this statement does not prejudge the holder's responsibility for compliance with the provisions of this order;
-. The name and address of the veterinarian entrusted with the health supervision of the hatchery;
-. The species and type of production (possibly the strain).
Article 12: the holder chronologically records the following data in a single document:
-. The origin of hatching eggs;
-. The number of hatching eggs received;
-. The incubation date;
-. The number of eggs incubated;
-. The date of hatching;
-. The number of chicks hatched;
-. The number of chicks marketed;
-. Observations concerning possible incubation and hatching anomalies;
-. Copies of delivery notes which must include the authorization number, the address of the holding of destination and the number of chicks;
Article 13: The veterinarian must check the hatchery health monitoring register at least once a month, and during each visit to the hatchery, specifying the date of his intervention.
Article 14: The above-mentioned register of the hatchery must be on a paper support and must be paginated. The holder records and classifies the data in chronological order by type of data.
Article 15: The hatchery's health monitoring register is open from January 1 to December 31 of each year, and must be kept at the hatchery level for a minimum period of two (2) years from its closure.
Article 16 The health monitoring register must be approved regularly by the holder and by the supervising health veterinarian, and kept at the disposal of the veterinary services.
Article 17: The Director of Livestock is responsible for the application of this decree which will be published in the Official Bulletin.
