Order of the Minister of Agriculture, Rural Development and Marine Fisheries N ° 2127-05 of 13 kaada 1426 (December 15, 2005) fixing the common and specific sanitary and hygienic requirements which must be met by the premises, the equipment and the functioning of poultry farms and hatcheries.

In view of Decree No. 2-04-684 of December 27, 2004 issued for the application of Law No. 49-99 relating to the health protection of poultry farms, to the control of the production and marketing of poultry products, in particular its Article 8,
Ministrial Decree
Article 1: The premises, equipment and operation of poultry farms and / or hatcheries must meet the sanitary and hygienic requirements set by this order.
Chapter I: Requirements common to poultry farms and hatcheries
Article 2: Poultry farms and hatcheries must:
- each be surrounded by a fence with a gate preventing the passage of small animals and a minimum height of 1.5 meters;
- have:
* An Rotoluve at the entrance to the unit and a fixed or mobile footbath built-in at the entrance of each building; |

* A sanitary airlock at the entrance to the farm, designed with respect to the forward movement and successively comprising from the outside to the inside two changing rooms, one located in the dirty part and one located in the clean clean part by showers with doors. This sanitary airlock must have a wastewater evacuation system; |
* Toilets with a sink inside the farm; |
* A system for destroying the corpses of poultry, which can either be an incinerator or a pit for corpses concreted with a watertight closure or any other means approved by the Ministry of Agriculture; |
* An effective rodent and insect control program; |
* Regularly cleaned and disinfected using approved disinfectants, according to a pre-established plan.
The water used to feed poultry farms and hatcheries must meet the criteria set by Moroccan standard NM 08.6.301 entitled "Recommended code of hygiene practice for the design and operation of hatcheries and breeders farms ”, approved by the joint decree of the Minister of Industry, Trade and Telecommunications and the Minister of Agriculture and Rural Development No. 1737-03 of September 12, 2003 . If water from a well is used, the person in charge of the establishment must have a bacteriological and chemical control of this water at least twice a year after the first rains and during the summer period .
Chapter II: Specific requirements for hatcheries
Article 3: In addition to the requirements set out in chapter 1 above, any hatchery must meet the following requirements:
- The hatchery building must comply with the provisions of the Moroccan standard NM 08.6.301 mentioned above.
- have several separate rooms, the layout of which must respect the principle of forward movement in one direction and without crossing, in the following order:
· A first zone: successively comprising a room for receiving, sorting, disinfecting and storing eggs;
· A second zone comprising one or more incubation rooms;
· A third zone comprising one or more transfer and hatching rooms;
· A fourth area including a room for sorting, preparing, packaging and shipping the chicks.
· A fifth zone comprising at least one room for washing and disinfecting equipment.
- a sanitary airlock must be provided in the fourth zone;
- the different work areas must be physically separated;
- waste, trash of any kind and reformed material must in no case be stored around the hatchery;
- all hatchery equipment and premises must be regularly cleaned and disinfected with a product approved by the Ministry of Agriculture. Hatchers must be cleaned and disinfected after each hatching;
- coveralls or clean overalls, hats and shoes must be provided to all staff and all visitors to the hatchery;
- the cardboard packaging of hatching eggs or chicks must not be reused, those made of materials allowing cleaning, washing and disinfection can be reused after having undergone these operations;
- the introduction of harmful insects must be prevented by installing mosquito nets at all the hatchery openings.
Chapter III: Requirements specific to poultry farms
Article 4: In addition to the requirements set out in Chapter 1 above, poultry farms must comply with the following requirements:
- have buildings:
whose rot-proof building materials are suitable for cleaning, washing and disinfection;
having a concrete floor and this requirement does not apply to deep pit soils;
having side walls of a minimum height of 60 centimeters;
having gables (ends of buildings) in hard;
having a hard or flexible ceiling, flexible ceilings must have a double cover covering on both sides an inert thermal insulator. The outer cover must consist of a waterproof woven tarpaulin, the inner cover can be made of solid polyethylene;
having a service airlock;
having concrete approaches with a slope allowing the drainage of washing water and rainwater and a minimum width of 50 centimeters;
having paved removal areas;
equipped with a washing water discharge system, preferably closed;
the openings of which are fitted with nets or wire netting, so as to prevent birds and rodents from entering the breeding buildings.
- laying hen farms must have, among other things, a room for storing eggs outside the livestock buildings and a storage area for droppings from this production. The droppings must be evacuated by watertight trucks preventing any loss during transport;
- the spreading of manure should only be carried out at a minimum distance of 500 meters from any poultry farm and hatchery with the exception of composted manure
- a crawl space of at least twenty days must be made at each farm, between two successive bands with the exception of farms producing eggs for consumption where crawl space can be practiced at each building;
- as soon as the animals are removed, the manure must be moistened in the livestock building before it is evacuated and cleaning, washing and disinfection operations must be carried out immediately;
- the presence of other farm animals must be excluded at the farm level;
- staff accommodation must be insulated with clean access from outside the farm.
Article 5: The Director of Livestock is responsible for the application of this decree which will be published in the official bulletin.
