Order of the Minister of Agriculture, Rural Development and Marine Fisheries No. 2130-05 OF 13 KAADA 1426 (December 15, 2005) establishing the list of contagious diseases of poultry and the special measures for combating these diseases.

Considering the decree n ° 2-04-684 of 14 kaada 1425 (December 27, 2004) taken for the application of the law n ° 49-99 relating to the sanitary protection of poultry farms, to the control of the production and the marketing of poultry products, in particular Article 20 thereof,
Ministrial Decree
Article 1: The purpose of this decree is to fix the list of contagious poultry diseases and their special measures to combat these diseases.
Article 2: Without prejudice to the provisions of the order of the Minister of Agriculture, Rural Development and Maritime Fisheries No. …… of ……… relating to the health requirements which the day-old chicks marketed must meet contagious diseases subject to the specific, hygienic and sanitary control of poultry breeders and hatcheries is defined as follows:
- Salmonellosis with Salmonella Enteritidis and Salmonella Typhi-murium , in the chicken species and the turkey species;
- Mycoplasmosis due to Mycoplasma Synoviae , in the chicken species and the turkey species;
- Salmonellosis with Salmonella Arizonae and mycoplasmoses with Mycoplasma Meleagridis and Mycoplasma Iowae , in the turkey species.
Article 3: A flock of poultry is said to be infected with one of the salmonella mentioned in article 2 of this order if isolation of said salmonella is obtained, either directly from said flock or from chicks from the same flock, supplemented by isolation from the parental herd.
A hatchery is said to be contaminated with one of the salmonella mentioned in article 2 of this decree if:
- it is the incubation place for hatching eggs from flocks infected with these salmonellae, or
- infected chicks are hatched there.
A breeders farm is said to be contaminated by one of the salmonella species mentioned in article 2 of this decree if it houses, or has just hosted, a flock of poultry infected with these salmonella and which has not undergone decontamination as provided for in article 5 of this decree.
Article 4: A flock of poultry is said to be infected with one of the mycoplasmas mentioned in article 2 of this decree if two series of blood samples taken one month apart from 0.5 to 1% of animals in the all the buildings of the farm concerned, without exceeding 200 subjects per batch of breeders, each reveal a minimum of 20% of positive sera, at 1/5 dilution, with the rapid agglutination test on slide, confirmed by the "ELISA".
These tests can be supplemented by other diagnostic analyzes of certainty, such as bacteriological isolation or the search for the infectious agent by PCR.
Similarly, a hatchery is said to be contaminated with one of the mycoplasmas mentioned in article 2 of this decree if it incubates hatching eggs from an infected flock, as defined in the paragraph above. above.
A farm is said to be contaminated with one of the mycoplasmas mentioned in article 2 of this decree if it harbors an infected herd, as defined in paragraph one of this article.
Article 5: Any hatchery and any poultry farm contaminated with salmonella or mycoplasma must be subject to decontamination, which will consist of removing the infectious agent from the units concerned.
Article 6: The decontamination operations provided for in article 5 of this order must be conducted under the responsibility of the health veterinarian of the unit concerned and according to a protocol adopted by the latter.
Article 7: Contaminated poultry hatcheries and farms can only be used for the poultry activity for which they are intended after having successfully undergone the decontamination operations provided for in Article 6 of this Order.
Article 8: The special measures to combat salmonellosis and mycoplasmosis mentioned in article 2 of this decree include:
- monitoring the effectiveness of health barriers;
- the decontamination operations mentioned in article 5 of this decree;
- checking the effectiveness of these decontamination operations;
- possibly reform of the infected flock and elimination of hatching eggs from this flock.
Article 9: Any vaccination of poultry flocks against one of the diseases mentioned in article 2 of this decree which can be taken as a special measure to combat these diseases must be undertaken within the framework of an elaborate strategy, for this purpose , by the Livestock Department.
Article 10: The techniques relating to the analyzes mentioned in articles 3 and 4 of this decree are defined and updated by the Livestock Department.
Article 11: The Director of Livestock is responsible for the application of this decree which will be published in the official bulletin.
